Also, I don’t understand the title, were there other spies trying to get the treaty documents as well? Not really spying as the inside source already had access to the information, he merely passed it on to unauthorized sources.
Would have been more interesting if Blowitz had somehow gotten into the building himself and stolen the documents, that’s what spies are supposed to do (I think). :P
